Mission Focus
As the Director of Strategic Programs, you will lead and manage a portfolio of high-impact programs for the Department of Defense (DoD) while driving portfolio growth. These programs currently focus on niche computer vision applications addressing some of the most pressing National Security challenges. In this role, you will:
- Define and execute the strategic vision for these programs.
- Build and maintain strong relationships with customers and like-minded partners in government and industry.
- Lead a team of highly skilled professionals dedicated to solving complex problems for the DoD and Intelligence Community (IC).
- Represent the portfolio to NT Concepts’ executive leadership, shaping the overall strategic direction.
Delivery Excellence
You will lead teams that:
- Implement innovative ideas and cutting-edge technologies.
- Embrace collaboration, feedback, and iteration to deliver high-value solutions.
- Follow Agile practices and adopt an “automate-first” approach using DataOps, DevSecOps, and MLOps methodologies.
- Utilize modern technology stacks to continually push boundaries and achieve program goals.
Clearance Requirements
- Active TS/SCI clearance is required.
Location & Flexibility
- Work Locations: Vienna and Chantilly, VA
- Onsite with hybrid flexibility.
- Some travel required.
Responsibilities
- Management and Oversight: Serve as the primary interface and Point of Contact (POC) with the Contracting Officer’s Representative (COR) and the customer’s Technical Point of Contact (TPOC). Ensure effective communication and coordination of all program activities.
- Personnel Management: Oversee contractor personnel, subcontractors, and teaming partners, ensuring alignment with program objectives and deliverables.
- Leadership and Administration: Provide leadership, strategic direction, administration, quality assurance, and execution of all aspects of the contract to meet or exceed performance standards.
- Mission Partner Support: Lead efforts to enhance Mission Partners’ capabilities in processing, exploiting, disseminating, and acting on critical information to counter emerging threats.
- Innovation and Development: Spearhead initiatives to develop capabilities, test multi-domain operational concepts, and create enterprise solutions, including experimentation, prototyping, and leveraging advanced technologies.
- Agile Acquisition and Operationalization: Promote agile acquisition methods to rapidly operationalize advanced tools and technologies, ensuring timely delivery of solutions.
- Strategic Collaboration: Partner with executive leadership to drive organizational value, align with strategic objectives, and achieve financial goals.
- Team Development and Growth: Build and nurture high-performing teams by providing opportunities, resources, and support to help team members reach their full potential.
Qualifications
- Experience:
- Minimum 10 years of progressive, hands-on experience in program and project management roles within the DoD.
- At least six years of experience leading projects, including those with C4ISR support elements for a DoD service, agency, or command.
- Technical Skills: Strong understanding of data science, software development practices, machine learning techniques, data mining, and statistical analysis.
- Team Leadership: Skilled in managing technical teams, fostering growth, and driving team performance.
- National Security Passion: Deep commitment to the National Security mission and the unique challenges faced by this community.
- Modern Practices: Experience with modern software development practices, including Scrum/Agile, Git, and DevOps.
- Innovation: Passion for innovation with a proven ability to explore and implement emerging technologies.
- ML Optimization: Experience collaborating with customers to optimize machine learning objectives.
- Problem-Solving: Analytical thinker with strong problem-solving skills, creativity, and attention to detail.
- Collaboration: Ability to work effectively both independently and as part of a team.
- Communication: Excellent verbal and written communication skills.
Preferred Qualifications
- Master’s degree in business management or a technical field.
- Fifteen years of combined experience supporting a DoD service, agency, or command.
- IC Badge.
Physical Requirements
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 10–15 pounds occasionally.
