About SeaPort Enhanced (SeaPort-e):

SeaPort-e is an electronic method for procurement of Engineering, Financial, and Program Management support services. The following Navy Virtual SYSCOM (VS) Commanders and other ordering agencies have adopted this approach:

The Greentree Group is a professional consulting services company focused on applying information technologies solutions, engineering, analytical, and audit-based methodologies to deliver program management support services to their clients. Founded in early 1993, they are a small business that delivers outstanding quality to their customers. They possess a talented collection of analysts and problem-solvers providing "The Competitive Edge Solution®." Their proven team of financial analysts, program managers, and information technology strategists provide their customers with critical services in the areas of program management, financial management, information systems design, strategic planning, cost accounting, economic analysis, baseline definition design, functional requirements analysis, user training, administrative support, and operational analysis.

Irving Burton Associates, Inc. (IBA) has a keen understanding of the NAVSEA mission. As a long-time partner on dozens of DoD support contracts, IBA has assembled an exceptional team of knowledgeable and competent project management professionals. IBA has extensive experience in providing a full range of indirect support to the Department of the Navy and Marine Corps through the Bureau of Medicine and Surgery. They possess the capabilities to effectively support efforts of SeaPort-e, and have delivered expert program support services and advanced technology solutions to the government since 1995.

Professional Analysis, Incorporated (PAI) is a Veteran-Owned Small Business supporting their Navy Facilities Engineering Command (NAVFAC) and Military Sealift Command customers with logistics, engineering, and information technology support. PAI engineers work on site at the Marinette Marine shipyard in Marinette Wisconsin helping the SSPO on site representative QA shipbuilder work on the Navy's very successful Improved Navy Lighterage System (INLS). They also developed and maintain an Integrated Digital Environment (IDE) currently used by their NAVFAC customer to digitally manage the document flow for one service and five hardware contracts.

NT Concepts Team's Quality Assurance Program

Quality of service is critical to any effort, and it is imperative that our personnel make quality a primary focus, have quality control procedures, and have a proven track record of quality performance. The NT Concepts team has the quality focus, procedures, and track record. We have an established Corporate Quality Control Program that focuses on continuous improvement in daily operations and planning at all levels. We embed quality in all aspects of our work and use a standard project approach framework for the quality assurance of deliverables.

Our Corporate Quality Control Program is documented in our Quality Control Plan, which addresses roles, in-process reviews, quality evaluations, and reporting. Our SeaPort-e Program Manager oversees the Quality Control Program for SeaPort-e support. Our Task Order support personnel are also a critical part of the quality process, ensuring overall project quality in addition to the testing that is inherent to the lifecycle of each project. The Quality Control Plan discussed four interlocking approaches that maximize results and to ensure quality is a process requirement, as opposed to a final check and rework element:

  • Detailed quality control procedures using tailored checkpoints
  • Quantitative, statistically valid sampling techniques
  • Frequent, direct communications with customer Technical POCs to solicit feedback
  • Systemic/continuous process improvement action program
